It really doesn't surprise me that Piqua does what they do. They put this stuff through as an emergency because they knew people would question it, and possibly put it up to a referendum. An emergency clause precludes a referendum. I don't like emergency clauses, nor do I like the constant suspension of the rules that Troy does when passing legislation. I have long been an advocate of no suspension of the rules except in very narrow circumstances. It does not make for good government. Instead, it puts forth a sense of non-transparency. Your thoughts?
