It's a crying shame when our mayor has to take to social media to correct the narrative that is absolutely true. The greater question becomes why has the system been allowed to be as broken as it is? I seem to remember several years ago that Piqua initiated a civil infraction system for property maintenance violations. It wasn't as well liked there but it did exist for a short time until it was defeated in a referendum. The question is can the city of Troy do something like that? It seems like an idea whose time has come. The court should never have been involved.

Yes, the city can do that. I think the problem PIqua had with their Civil Citation system was that they created an appeals board and had the City Manager chair it.

You're right, I do remember that. But who would we get to chair it? And would the city service and safety director and mayor have a seat at the table?

I’m less concerned about the arrest and more curious why the DMV hasn’t entered the chat.

I get your point. The City couldn't find the right address to serve papers to the guy and maybe even the courts could't either. But somehow, put a name in the flock system and we know everything about him? Something doesn't necessarily add up.

I don't believe there is a legal mandate that either of those two serve on the appeals board -- they don't serve on any appeals board now.
