City Council to Meet on Monday Night
Agenda includes Executive Session and adopting new Council Rules of Procedure
Troy City Council is scheduled to meet on Monday, March 18th, at 7:00 p.m. in the Council Chambers in the Municipal Building. The accompanying image below provides an overview of most of the meeting's agenda (note that there is time allocated for public comments towards the end; the image represents only a partial view).
Two agenda items, in particular, merit further discussion. Firstly, the Council will adopt the Rules of Procedure for 2024-2025. These rules are traditionally established at the year's first meeting, though it is not unusual for them to be adopted during the second meeting. However, the decision to adopt the rules at the last meeting in March is unprecedentedly late. It will be intriguing to observe any modifications in the Council's procedures that have necessitated this extremely long delay.
A second noteworthy item is an Executive Session planned to take place after all resolutions and ordinances have been deliberated. The Ohio Revised Code permits governing bodies to convene in Executive Session to discuss a restricted range of topics, including pending or imminent litigation. The scheduling of this session indicates it is unrelated to any items up for vote on Monday night.
Executive Sessions are not open to the public, and participants are expected to keep the deliberations confidential. No voting or polling occurs during these sessions, and any decisions made must be announced in an open session of the governing board.
Furthermore, if recent Council meetings serve as an indicator, representatives from the Troy Historic Preservation Alliance are expected to provide an update on the IOOF Building's progress.
