Council Candidacy Announced for Third Ward Seat
Political Newcomer Madison Hickman Announces Looks to Unseat Samuel Pierce
Earlier today, Madison Hickman announced her candidacy for the Third Ward Seat on Troy City Council. The seat is currently held by Samuel Pierce who is currently engaged in a write-in campaign for County Recorder that will take place this fall. This publication received the following announcement from the candidate:
I am excited to announce my candidacy for the Republican nomination for the Third Ward of the Troy City Council in the 2025 Primary Election.
Eight years ago, I came to Troy to help get a small business off the ground, Village Salon. That business is thriving and an important part of our downtown’s fabric. Currently, I operate my own independent business within Ruby’s Beauty Salon, in the heart of our community.
With that work, I interact with residents and visitors every day with an iconic business that is located in the heart of our community. I understand the needs of our downtown, both from the perspectives of residents, business owners and visitors because these are the people I am talking to every day.
I believe that the voices of Third Ward residents are not being adequately heard or represented. Many people I speak with feel a disconnect between their concerns and our local government. My goal is to bridge that gap and ensure that our neighbors’ needs are front and center.
The Third Ward is home to some of Troy’s oldest and most cherished neighborhoods, including much of our historic downtown. These areas have unique concerns that deserve dedicated attention. I am committed to being the candidate who truly represents the interests of the Third Ward, not using this position as a stepping stone to higher office.
Over the next few months, I will be knocking on doors and holding meetings talking to our Third Ward neighbors to better understand the needs of our neighbors and to ask for their support as this campaign gains momentum.
While the Republican Primary Election is not until May 2025, I believe it’s important to start this work now. This early announcement reflects my commitment to running a successful and meaningful campaign. To learn more about the campaign, follow “Madison Hickman for Troy City Council” on Facebook!

Perhaps you could share your thoughts/ insights/ recommendations, if any, on the process for local, county elections need to be by political party. It looks like this newly announced candidate for City Council is required,I guess, to pick a party to which she must attach herself to, to run for office. Why not run as a Democrat candidate- no primary opposition so far? If it proceeds that way, then all voters should get a chance in the general election to decide. Her credentials/ qualifications/ positions would be the same( at least I’d hope so). Do you believe our local candidates’ views on the Israeli/Palestinian crisis, the Ukraine/Russia conflict, women’s(or Men’s) health care choices, have a bearing on City/County issues? If so, I’d like to hear more about that.
This area has few if any contested general election choices. Your thoughts why? Do you believe voters vote on candidates positions, ideas, qualifications, or are they heavily weighted towards preconceived views on R or D categories?
