Vol. III, No. 32 - New Housing Development Could Add 250 Units to Troy
On Wednesday, the City of Troy’s Planning Commission will considering making a recommendation to the City Council for another significant Planned Unit Development on the city’s west side. The Eagles Landing planned development proposes 250 residential units across 86.88 acres on Wilson Road, representing one of the largest residential projects since the adoption of the city’s new comprehensive plan last fall.
The development presents a diverse housing portfolio designed to address multiple market segments. The proposal includes 68 traditional single-family detached homes on 60-by-150-foot lots, 104 larger single-family homes on 70-by-130-foot lots, and 39 zero-lot-line attached units accommodating 78 total dwelling units. This mixed approach directly aligns with Troy's Comprehensive Plan emphasis on providing "a variety of housing options" as a stated community goal.
According to Troy's new comprehensive planning framework, residential developments are evaluated using a "close-knit factor" that measures community connectivity and integration. Eagles Landing's design incorporates several elements that could enhance community cohesion, including 17.19 acres of dedicated open space featuring recreational amenities such as basketball courts, playgrounds, a clubhouse with pool, and pickleball courts. These shared spaces create opportunities for resident interaction and community building that extend beyond individual housing units.
The development's compatibility with Troy's attainable housing objectives appears promising. The city’s new Comprehensive Plan specifically identifies the need for diverse housing types to serve the local workforce and residents across different income levels. Eagles Landing's range of lot sizes and housing configurations provides entry points for various economic circumstances, from the more affordable attached units to larger single-family homes, though the application makes no mention of price points of the housing units.
The development will connect to existing city water and sewer systems, with a new lift station planned to serve the site. Two access points to Wilson Road, including one aligned with the existing Heatherstone Drive, suggest coordination with surrounding neighborhoods rather than isolated development.
However, the project's ultimate success in achieving Troy's close-knit community standards will depend on execution details not fully outlined in preliminary plans. The Comprehensive Plan emphasizes that new residential areas should foster connections to Troy's core through trails, complete streets, and transit access. While Eagles Landing includes internal walking paths, its peripheral location may limit integration with existing community fabric.
The Development Department staff has recommended approval based on the development's compliance with comprehensive plan requirements and general development standards. The project represents a substantial investment in the community's residential future, potentially setting precedents for how large-scale development can balance growth with Troy's commitment to maintaining its distinctive character and providing housing opportunities for diverse residents.

Since affordable housing in the area is an issue, I believe the application for this type of development should require a reasonable estimate of the listing price for the various types of housing proposed. Doesn’t mean it can’t be approved, but puts forth a more transparent picture of what could be considered “ affordable housing”, or not.
