American Strucurepoint's Existing Conditions Report Gives Insights About Our Hometown
Last year, American Structurepoint, was retained by the City of Troy to conduct the next Comprehensive Plan for the community. These plans, created and adopted roughly every 20 to 25 years, help provide guidance to elected officials and policymakers on how the community could grow in a healthy and balanced way.
And in order to find out where a community is going, it is extremely helpful to take a look at where the community has been. This is accomplished through a broad analysis of the community that is provided through an Existing Conditions Report.
At the last meeting of the Troy Planning Commission, representatives from American Structurepoint updated the Planning Commission on the planning process and reported that the Existing Conditions Report was completed in a draft format in December. This analysis is meant to inform the Comprehensive Planning process and Zoning Code Update by compiling relevant data and issues that may need to be addressed. Today’s Civic Capacity is dedicated to providing an overview of the document, and future editions will go into greater detail in the specific sections covered in the report.

Troy, as the county seat of Miami County, benefits significantly from its strategic location near major highways, contributing to its accessibility and economic vitality. The city's history with the WACO aircraft company underscores its historical significance in aviation, while its current character is defined by well-planned neighborhoods, abundant green spaces, a thriving downtown business district, and ongoing residential and industrial growth.
Demographics
The city has witnessed a modest population growth, indicating a healthy, expanding community. With a median age closely aligning with the state average, Troy faces challenges and opportunities related to aging demographics and the need to attract younger generations. Comparisons with other Ohio communities, such as Miamisburg, Loveland, Sidney and Piqua shows Troy's relative demographic stability and growth potential.
Economy
Troy hosts a diversified economy with significant employment in manufacturing, retail, healthcare, and other sectors. The presence of over 1,000 businesses, including major corporations, speaks to its economic resilience and attractiveness to both large employers and small businesses. The city's efforts in economic development have contributed to a robust business climate and low unemployment rates.
Housing
The city has a diverse housing stock, with a significant portion of single-unit detached homes and a mix of multi-unit buildings and single-unit attached homes. Despite a relatively stable number of households, there's noted growth in housing units, indicating a response to housing demand. However, the report identifies a need for more diverse and affordable housing options to accommodate various income levels and lifestyle preferences.
Land Use and Development
Troy's land use is characterized by a mix of residential, commercial, industrial, and green spaces, reflecting a balanced urban development approach. Zoning and land use strategies aim to reduce conflicts between uses, encourage orderly development, and maintain the city's character and livability.
Challenges and Opportunities
The report underscores several challenges, including the need for more affordable housing, attracting younger demographics, and adapting to changing economic landscapes. However, it also highlights opportunities such as leveraging its strategic location, enhancing its diverse economy, and building on its rich historical and cultural assets.
The Existing Conditions Report by American Structurepoint provides a foundational understanding of its current state, serving as the critical tool as the city’s new Comprehensive Plan takes shape over the next few months. Addressing identified challenges and capitalizing on opportunities will be key to ensuring the city's continued growth and vitality. The comprehensive plan update process will need to consider these factors to guide Troy's development in a way that preserves its character while fostering economic and residential growth.
