Bill, here's the problem as I see it: you have people on that dais who have an attitude that they are better than everyone else. They think that just because they won an election, they are the be-all and end-all. You also have a 'rules for thee but not for me' mentality. If the commissioner in question made the remarks(and there's no doubt he did), then he should have been gavelled and called to order. But you'll never see that happen. Why? Simple: they think the rules don't apply to them, but they sure will enforce them on everyone else. You are right to say that Piqua is ungovernable. Until the citizens remind the commissioners who is in charge, that will never change.
