The Miami County Commissioners and the County Sheriff have probably started dreaming — and maybe having nightmares — about the county jail. For months, they’ve hosted tours for everyone from senior citizen groups to service clubs, walking residents through the deteriorating conditions of the county’s only maximum-security facility, tucked into downtown Troy. By the time the May election rolls around, there will probably have been 100 separate tour events of the downtown facility.
