Troy City Council Committees to Meet Monday
Herrlinger Park Expansion and Improvements to the Public Square highlight the discussion

The Troy City Council Committees will meet on March 10 and several key items that will be discussed during the upcoming session. The meetings will begin at 6:00 p.m. and be held in Council Chambers at the City Building, 100 South Market Street. These meetings are open and the public is encouraged to attend.
The items on the agenda include committee recommendations from the Law & Ordinance Committee, the Recreation & Parks Committee, and a presentation by the engineering firm LJB regarding the Downtown Safety, Streetscape, and Utilities Improvement Project.
To begin the proceedings,, the Law & Ordinance Committee will provide a recommendation to the Council regarding a Resolution of Support for the renewal of the State Capital Improvement Program (SCIP), otherwise known as State Issue 2 on this May’s primary election ballot. This program, administered by the Ohio Public Works Commission (OPWC), has been instrumental in providing funding for infrastructure projects across Ohio. Over nearly four decades, SCIP has allocated over $7 billion to improve roads, bridges, wastewater treatment facilities, water supply systems, and stormwater infrastructure in all 88 Ohio counties. For the city of Troy, SCIP has been particularly beneficial, with approximately $5,897,500 in funding assistance received over the past decade for various infrastructure projects. These projects include phases of improvements along N. Market Street, Riverside Drive, McKaig Road, Stanfield Road, and West Main Street. The resolution aims to support the continuation of this vital program, which will be on the ballot on May 6, 2025. This publication has talked about State Issue 2 here:
The Recreation & Parks Committee will also present a recommendation to authorize the purchase of a 0.675-acre parcel located at 330 Crawford Street. The property, which includes parts of PT OL 19, PT OL 24, and abandoned railroad land, is to be purchased from the Pensco Trust Company for $205,000. This acquisition is intended to enhance recreational improvements at Herringer Park by incorporating the adjacent land into the park. The purchase price aligns with the appraisal value, and funds are available from existing fund balances, although it may require future budget adjustments. The structure on the parcel is expected to be vacant by June and will eventually be demolished. Additionally, there are plans to vacate a portion of Crawford Street to further integrate it into the park redevelopment.
Finally, The Committee of the Whole, chaired by Council President Rozell, will host a presentation by representatives from the engineering firm LJB. This presentation will focus on schematic design recommendations for the Downtown Safety, Streetscape, and Utilities Improvement Project. The project involves designing improvements to enhance safety and aesthetics in the downtown area. Since last September, LJB has engaged with focus groups and gathered public feedback through online comments. This was after a first set of public engagement activities that garnered tremendous public input. Tomorrow’s upcoming presentation seeks to finalize the design based on input from the City Council and the public. This will be the last opportunity for comments before moving forward with construction plans and bidding processes.
