I was there that night and found him to be very condescending and rude towards Mr. Schilling. Councilman schilling had the right to ask questions and make amendments to The proposal, but Mr. Phillips practically shut him down, and when he didn't get his way adjourned the meeting. That was wrong in and of itself. Transparency ought to be first and foremost among council members and their committees. It sure as heck wasn't present that night
