How difficult is it to get a parcel of land re-zoned? If, for example, someone bought a home or two along one of our busier streets and wanted to replace it with a business? Or a corner store in a housing neighborhood, something like Haren's old location?

Hard to answer because a lot of it depends on what the comprehensive plan says in terms of future land use. Could you see a residential lot or two turned commercial? I am not going to say it won't happen, but it's highly unlikely. Zoning amendements still need approval of council to happen.
