Will Troy City Council Be Meeting Today?

Vol. IV. No. 58 - Confusion Reigns At City Council

First off, my apologies to our readers for a short and truncated edition of our newsletter today. Some technical issues were encountered and today’s edition will not be as robust as our readers may have come to expect.

City Council met Monday night with only one measure to discuss, Ordinance O-29-2026, an emergency measure that would extend a current mortatorium on community oriented residential social service facilities and automobile fuel dispensing stations. The measure was up for it’s second reading as an emergency ordinance and would be the third moratorium approved and would last until November 27, 2026 or until the new Unified Development Code is adopted.

There were only eight members in attendance Monday night and was immediately held over for a third meeting. At that point, the Mayor notified that under the Rules of Council she was calling a Specal Meeting of Council to be held on Wednesday specifically on this measure. This meeting would be third reading of the emergency ordinance and a super-majority would not be needed to waive the three reading rule. At this special meeting, a final vote would be taken on the ordinance.

The issue at hand noted by Council President Rozell was that more members of council may be absent on Wednesday than were absent on Monday. If the idea was to have a special meeting to get all council members in attendance, Wednesday was not a viable option.

Regardless, the discussion during the meeting demonstrated that the special meeting on Wednesday was expected to happen. However, as of this writing (Tuesday evening) there is no official notice of a special meeting on the city’s website and the Rules of Council provide a 12-hour notice personnally delivered to each council member.

The bottom line is that Ordinance O-29-26 will be heard again by council for their third reading. At this point, we are just not sure when that will happen.
