Not sure what’s the right way to go on this, but I love it when citizens can band together with a common interest to “do something”- not necessarily relying on their elected officials to do it for them.
That is looking pretty far in the future. If the annexation referendum is reversed and the land gets detached, I would imagine the developers would try to get the property annexed again sometime in the future.

Empowering local residents to take a more active role in their local government should always be applauded.
