Back in 2022, the county voters approved a county-wide aggregation program for those areas that weren't already covered by an existing aggregation agreement (Newton Township had an existing agreement). There was also a caveat that those areas covered by Pioneer Elecrtic Cooperative would not be covered as well. The current negotiated rate under this agreement is 6.49 cents per kilowatt-hour. I don’t suppose this applies to residents in the unincorporated areas but within the Troy SD?

Correct. The unincorporated areas of the county, if I remember right, have aggregated electric and recently did gas a couple of years ago.
