What’s the economics about “joining” this 1500 population township into Piqua? Would these folks be better served?would Piqua Residents be hurt? Is is “ I want to be independent and don’t want to be a part of “big government” thing, but don’t want to pay for the services?

I don't think merging the two entities is going to happen. Trotwood and Madison Township merged years ago and it wasn't a smooth transtition for a number of reasons. When it comes to the Fire and EMS services, it is a tough position that both the City and the Township are in. The City needs to make sure it is "selling" a service at a rate in which it's own taxpayers aren't subsidizing the service to those that don't live in the city and pay city income taxes. On the other hand, townships can only generate revenue through property taxes and rural communtiies don't generate a ton of property tax revenues and they are required to provide some type of fire and EMS service. The township can either try to get a better deal somewhere else or still go with Piqua. It's a tough spot for both governments.
